Community Transportation (CTI) is a 501(c) (3) not-for-profit corporation that operates primarily for educational and public service purposes. CTI was organized for the purpose of specialty consultation services for private transportation enterprises/businesses seeking opportunities for green initiatives through clean air investments.
Services
Community Transportation is dedicated to ensuring that America’s private transportation industry is able to achieve sizable reductions in diesel emissions whilst promoting the conservation and creation of employment and economic recovery in the United States.
CTI acts as a fiscal agent and grant management specialist for EPA National Clean Diesel Funding Assistance Program grantees.

Ryan Kelly, Executive Director
Ryan Kelly has received national acclaim for the impact that his public service has made on the private and public transportation industry. Just recently he received the “Pacesetter Award” from the University of Georgia College of Family and Consumer Sciences acknowledging his successful ability to interface public and private sectors.
He takes pride in corroborating with community development advocates and promoters of renewable energy. Kelly is an expert in federal grant research, writing, evaluation, and administration. He has developed successful grant applications for federal agencies, including Environmental Protection Agency, United States Department of Housing and Urban Development, Federal Transit Administration, United States Department of Homeland Security, United States Department of Education, United States Department of Health and Human Services, USDA Rural Development, and Bureau of Indian Affairs as well as many state and foundation grants.
Ryan Kelly has managed grant projects covering public transportation, community development projects and credit union research, literacy, secondary education, housing, economic development, public infrastructure development, and emergency preparedness planning. Kelly’s concepts have been implemented by the State of Georgia, saving taxpayers millions of dollars while making public sector programs more efficient and cost effective.
John C. Kelly, Jr., Director of Renewable Energy and Community Development
As a senior level change manager John Kelly makes an immediate favorable impact in challenged team cultures by leveraging all the available stakeholders and resources to effect positive outcomes. John uses public and private funding to launch renewable projects that create jobs growth in underserved communities. His recent efforts include a start-up biodegradable food-packaging project using annually renewable materials located in an economically depressed region.
Additionally he started a division of a company and grew sales from zero to $149 million (employment over 3,000) while supporting growth of the Company from $40 million to over $400 million (employment over 8,000). John performed the turnaround of a company ($127 million in sales) with facilities in the U.S., Mexico, and Central America from the loss of $10 million the previous year. His experiences in renewable energy and community development have included international projects, the latest in China.
Brad Hardin, Chief Financial Officer
After years of practice as a certified public accountant, specializing in corporate/private entrepreneur accounting, Hardin received his Juris Doctorate degree. His non-public accounting career consisted of service as business firm administrator and manager. Currently, he conducts services focusing on legal, financial and tax consultation for Community Transportation.
